Ethical Issues and Security Monitoring Trends in Global
Healthcare: Technological Advancements

Introduction
A significant benefit of the move toward electronic creation and storage of personally identifiable health information is the opportunity for secondary use of this data. This shift toward electronic health data is being further enhanced by the development of compatibility and interoperability standards for core data elements that will be included in electronic health records, as well as standardized formatting of the data elements themselves. In addition, the security of this data is paramount. Considering the information and the consequences that may happen if this data is released, substantial efforts to safeguard this data are required. Finally, the push towards the development of regional health networks (RHIOs) and national health networks (NHINs) create the final piece of infrastructure that will allow researchers and public health and safety officials the tools they need to engage in global health monitoring. The focus of this book is to explore the new opportunities that these changes create in the field of healthcare monitoring and research as they relate to the areas of public health and homeland security. The book will also explore the ethical issues that are created by widespread availability of personally identifiable health data and the potential impact on the subjects of that data.

Objective of the Book
The book intends to identify practices and strategies being developed using the new technologies that are available. It is meant to inform and provoke academics, teachers, researchers, and professionals to engage in thoughtful consideration of the impact that these tools might have on public health and safety practices. The book also intends to generate thought and discussion about the proper balance between the rights of the individual and the benefit to the general public that is created through the secondary use of health data in ways that were never before possible.

Target Audience
The proposed book will be useful to professionals who are engaged in developing, studying, and securing global health monitoring activities that have been made possible through the advancement of standardized health data; electronic creation and storage of this data; and creation of expanded health networks that reach beyond the traditional borders of a single provider. This book will also be useful to academics, teachers, researchers, and professionals who participate in health informatics, public health and public safety, and healthcare ethics education and research. The book will cover a range of issues and activities that touch upon the global use of health data for public health and safety and health education, ethics, and research in a variety of clinical and technical practice areas.

Recommended topics include, but are not limited to, the following:

I. Trends in Global Healthcare

  • Empowerment of the public health system.
  • Advancement toward regional, national, and global network architecture and design.
  • Advancement toward regional, national, and global data storage repositories and solutions.

II. Security in the Healthcare Industry

  • Mandatory reporting of health data.
  • Technical advancements in the area of public health monitoring.
  • Technology solutions toward tracking populations.
  • Health data sharing within the international security community.
     

III. Ethical Implications of Security Monitoring in Healthcare

  • Patient privacy vs. public health.
  • Rules and enforcement among developed and undeveloped nations.
  • Quarantine and confinement of individuals by health officials.
  • Impact of failing to properly secure mandated datasets.

Submission Procedure
Researchers and practitioners are invited to submit on or before May 30, 2009, a 2- to 3-page chapter proposal clearly explaining the mission and concerns of the proposed chapter. Authors of accepted proposals will be notified by June 10, 2009 about the status of their proposals and sent chapter guidelines. Full chapters are expected to be submitted by June 30, 2009. All submitted chapters will be reviewed on a double-blind review basis.

The book is scheduled to be published by IGI Global (formerly Idea Group Inc.), publisher of the Information Science Reference (formerly Idea Group Reference), Medical Information Science Reference and IGI Publishing imprints.
