The White House Cyber-security co-ordinater role will be better served by the appointment of a cyber-security chief role that is DOD-Specific. The cyber-security space is a broad one that encompasses both government and the private sectors. While the DOD-specific role may be perceived as duplicative, it complements the White house role by allowing it to focus on other areas that do not have such direct oversight by a high level appointee such as a General. The White House role is also more likely to be perceived as political than the DOD oversight role, allowing for stable leadership over a critical area of the country’s defense infrastructure long after the White House appointee is no more.
It does make sense to have department/agency leads for security that are able to assess and mitigate risks specific to their needs. What is less clear to me is whether there is a ‘chain of command’ and just what the ‘co-ordinator’ part of Howards job involves….
