The Pentagon is working on a strategy that would declare a cyber-attack an aggression or act of war. Of course there is a lot of debate on both sides of the issue. One must be careful to balance the damage done to country/civilians e.g., taking down a national critical infrastructure, such as the air traffic control resulting in unknown tragedies vs. a downed computer system with no loss of life. One problem could be determining at what level of cyber-attack would military action be justified? What defines a cyber-attack? What would even be the response?
